how do you make backgrounds(layouts)with psp7 and also images woth qoutes /merge things togther(like a image of a child with a diffrent background) thanks

if psp stands for paintshop pro then to make an image of a child you need to use the background eraser, click it and then go around the edges of the bit you want to keep, the program will automatically tell the difference between the bit you want to keeps and the background, when you've erased the whole background (you can make the cursor thing bigger) cut and paste the image (now with no background) onto the background you want.

umm its a tool thing. I cant remeber what the icon looks like cus my psp trial ran out ages ago, go into help and look it up

It just looks like an eraser, but you have to make sure that the child pic is a different layer than the background.
I would definitely recommend finding a psp tutorial somewhere, because it's pretty hard to explain how to do things w/o pics.
