In order to have Sims 2, would I need to have the first Sims game? Or would I be able to play The Sims 2 Deluxe by itself without the first Sims?

You can play sims 2 without the Sims. I never had the sims but I have sims 2.

Whoa, I don't even know what I was saying on that one. I guess what I was trying to say was if I could get TS2 Deluxe and not have to worry about not having TS. If that's they case would I be able to play TS2 Pets w/o TS or TS2?

Yeahh, you don't need TS1 to play TS2, but you DO need the base game (which would be the original sims2 game) to have any expansion packs (pets, nightlife, bon voyage, etc.)
so to play pets you would need TS2 original and TS2 pets

The Sims 2 deluxe is: The Sims 2 (Base Game) Sims 2 : Nightlife (Expansion Pack)
So yes it qualifies as The Sims 2 as you have the base game within the pack.
